Govt recognizes Soeharto`s meritorious services


Karanganyar, Central Java (ANTARA News) - President Susilo Bambang Yudhoyono on behalf of the government Monday recognized the late former president Soeharto`s meritorious services during Indonesia`s struggle for independence and in leading the country.

President Yudhoyono made the acknowledgment in his address at the state funeral of the former president at Astana Giri Bangun cemetery with state officials and respresentatives of friendly countries attending.

He said Soeharto had dedicated his life to the service of the state and nation. In the 1945-1949 period, he led a struggle to expel the colonial ruler to uphold the sovereignty of the fledgling nation and state.

On March 1, 1949, he again led a general armed attack and succeeded in liberating Yogyakarta which was the provisional capital of the Republic of Indonesia, Yudhoyono said.

In 1962, Soeharto acted as commander of the Mandala Command, a mission which was considered successful in diplomatic and military terms, he said.

Three years later, Soeharto succeeded in rescuing the nation from a communist coup on September 30, 1965 (G30S/PKI) and in maintaining peace and order since then, he said.

Since he came to power on March 27, 1968, Soeharto had tried his best to implement national development based on a concept he called `Development Trilogy` which put emphasis on stability, growth and equitable distribution of the fruits of development, according to Yudhoyono.

The government, in all honesty, recognized the meritorious services rendered by Soeharto to the nation and state during his lifetime, he said.

"As a nation that upholds the principle of fairness, the government expresses its greatest possible gratitude and appreciation to the late Soeharto," he said.

As a human being, Soeharto had shortcomings and was not free from mistakes for which the entire nation should forgive him, Yudhoyono said, adding the nation should also pray for the deceased leader.

"Farewell, Father of Development," the president said.

During his lifetime Soeharto received 27 medals of merit from domestic institutions, 38 medals of merit from foreign countries and awards from seven world organizations.

Soeharto died of multiple organ failure at Pertamina Hospital on Sunday at 1:30 p.m. in South Jakarta after being treated for more than three weeks. (*)

Condolences flowing in from Indonesia`s neighbors

Jakarta (ANTARA News) - Since former president Soeharto`s death on Sunday (Jan 27), expressions of condolences have also been flowing in from Indonesia`s closest neighbors.

The former strongman who ruled Indonesia for 32 years, died on Sunday aged 86, suffering multiple organ failure.

In a letter to President Susilo Bambamg Yudhoyono, Singaporean President S R Nathan praised Soeharto for turning a "fractious country" with a "broken-back economy" into a modern state producing years of prosperity and stability. He also credited Soeharto for turning ASEAN into a premier regional organization.

Outgoing Thai Prime Minister Surayud Chulanont said the expansion of ASEAN in the mid-1990s would not have been possible without Soeharto`s "blessing, commitment and leadership". Soeharto`s focus on peace and security made the region "far safer, stronger and more confident than it was decades ago," he said in a letter to President Yudhoyono.

Philippine President Gloria Macapagal Arroyo expressed similar sentiments.

"As one of the fathers of ASEAN, President Soeharto was among those who had the pioneering vision of establishing a more peaceful, progressive and prosperous South-east Asian region founded on respect and understanding".

Former Australian foreign minister Alexander Downer said Soeharto was a friend to Australia despite his "less than desirable" human-rights record.

"He had a very good vision for building a strong South-East Asian community and a prospective view about Australia being part of that," Downer told Australian Associated Press.

Xanana Gusmao, the first president of East Timor, expressed his deep condolences, according to the secretary general of the East Timor Reconstruction Party, Dionisio `Didi Babo, in a statement.

Cambodian Foreign Minister Hor Namhong made an official visit to the Indonesian embassy in Phnom Penh on Monday to lay a wreath and sign a condolence book in honor of the former president.(*)

Philippine president says Soeharto "will never be forgotten"

Manila (ANTARA News) - Philippine President Gloria Macapagal Arroyo expressed condolences for the passing of former Indonesian president Suharto on Sunday, saying he "will never be forgotten."

Suharto, 86, died of multiple organ failure at the Pertamina Hospital in Jakarta. He had been confined since January 4 with severe heart, lung and kidney problems.

Arroyo hailed Suharto for his leadership in the South-East Asian region and contributions to peace building in the Philippines` troubled southern region of Mindanao.

"For these enduring legacies, President Suharto will never be forgotten," she said.

"The government of the Philippines and the Filipino people join me in offering deepest sympathies and condolences on the demise of former president Suharto," she was quoted by DPA as saying in a statement.

Arroyo, who was in the United Arab Emirates for an official visit, said "generations of Filipinos and South-east Asians will remember President Suharto for his key role in regional community building."

"As one of the fathers of the ASEAN, President Suharto was among those who had the pioneering vision of establishing a more peaceful, progressive and prosperous South-east Asian region founded on respect and understanding," she said.

President Yudhoyono visits late Soeharto

Jakarta (ANTARA News) - President Susilo Bambang Yudhoyono on Sunday afternoon visited late Soeharto who was being laid in state at the former president`s residence on Cendana Street, Central Jakarta.

The head of state in the company of Vice President Jusuf Kalla left directly from the Presidential Palace for the residence of late Soeharto whose remains would be buried at the Astana Giribangun grave yard in Solo, Central Java, on Monday (January 28).

On the occasion, the president and the vice president expressed deep sympathy to late Soeharto`s family over the loss of the former president.

President Yudhoyono was scheduled to attend the funeral of late Soeharto, during which he would serve as the inspector of the funeral ceremony.

The head of state was slated to leave the Halim Perdanakusumah Air Force base in Jakarta at 6.30 a.m. on Monday for the Adi Sumarmo airport in Solo, Central Java.(*)

President Yudhoyono to attend Soeharto`s funeral on Monday

Jakarta (ANTARA News) - President Susilo Bambang Yudhoyono is scheduled to leave for Solo, Central Java, on Monday morning to attend the funeral of former president Soeharto.

Yudhoyono and entourage will leave at 6.30 a.m., the Presidential Palace said on Sunday.

It said President Yudhoyono paid his last respect to Soeharto who was being laid in state at his residence on Jalan Cendana in Central Jakarta on Sunday evening.

Soeharto will be buried at the Astana Giribangun grave yard in Karanganyar district about 30 km southeast of Solo on Monday.

He died of multiple organ failure at the Pertamina Hospital in Jakarta on Sunday at the age of 86. He had been confined since January 4 with severe heart, lung and kidney problems.(*)

Yudhoyono cancels visit to Bali on Soeharto`s death

Jakarta (ANTARA News) - President Susilo Bambang Yudhoyono has cancelled a planned visit to attend the United Nations Convention Against Corruption (UNCAC) meeting due to the death of former president Soeharto at Pertamina Hospital in South Jakarta.

Former President Soeharto (86) died on Sunday (Jan 27) at 13:10 after he was treated for 24 days at the Pertamina Hospital in South Jakarta.

Andi Mallarangeng, presidential spokesman said here on Sunday that Coordinating Minister for Political, Legal and Security Affairs, Widodo AS will represent president Yudhoyono in the international meeting.

A total of 29 officials at ministerial level have confirmed participation in the UNCAC meeting in the Indonesian tourist resort province of Bali on January 28 - February 1, 2008.

"Twenty nine ministerial level officials have until today confirmed participation in the conference. But we believe that more than the number would attend it," Bali Police Chief Insp. Gen. Paulus Purwoko said earlier.

The Indonesian second president was admitted to Pertamina Hospital on January 4, 2008, for suffering from anemia and severe edema. (*)

National mourning days declared to respect late Soeharto

Jakarta (ANTARA News) - Cabinet Secretary Sudi Silalahi announced here Sunday the national mourning days (7 days) of silence to respect late former president Soeharto who died of multiple organ failure on Sunday (Jan 27) at 1:30 p.m. at Pertamina Hospital in South Jakarta.

Indonesians are to observe seven days of silence starting on Sunday (Januray 27) to respect the late former president.(*)

Obituary : Former president Soeharto passes away

Jakarta (ANTARA News) - After 24 days of intensive medical treatment and undergoing several phases of critical conditions, former president Soeharto passed away at the age of 86 at Partamina Hospital in South Jakarta here on Sunday.

Soeharto, Indonesia`s second president, began his presidency in the wake of a bloody communist coup attempt in 1965, and ended it amid a popular reform movement in 1998.

His path in Indonesia`s history was full of turmoil. Before the collapse of the Indonesian economy in 1997, Soeharto was well on his way to turning the country into a newly industrialized nation.

The 1997 economic crisis which swept across the Asian region was a nightmare to Indonesia, not only economically but also politically because it eventually led to termination of Soeharto`s 32-year rule.

Following are his biography and the milestones in his journey.

Soeharto was born on June 8, 1921 in Kamusuk, a small hamlet or an offshoot of the village of Godean in Argomulyo district, 12 kilometers west of Yogyakarta, Central Java.

His father, Kertosudiro, was an "ulu-ulu", or minor village official with responsibility for the upkeep of irrigation works in the village rice field.

Before he was two months old, Soeharto`s mother Sukirah apparently fell ill, abandoned him, unable to suckle her infant.

"As a result, he was given to his paternal great aunt, the local midwife who had helped in his birth, mBah Kromodiryo," Michael Votikiotis wrote in his book: "Indonesia Under Soeharto".

Later, when Soeharto was 8, his father took him away again. The young Soeharto entered school at the age of 8.

After leaving school, Soeharto tried his hand at various jobs, including that of assistant clerk at a village bank.


Military Career

In June 1940, at the age of 19, he joined the Dutch colonial army (KNIL) and thus began his military career. Within two years, he rose to the rank of sergeant, serving in a battalion quartered in Malang, East Java.

Unfortunately, the Pacific War broke out and the Japanese defeated the Dutch whose armed forces surrendered in March 1942. Dutch and Allied Forces personnel were made prisoners of war.

Sergeant Soeharto and many of his fellows in KNIL were able to escape.

Soeharto returned to his relatives in Central Java where, after several months of unemployment, he was attracted to the Japanese-run militia with its patriotic aim of helping Indonesians achieve their own independence.

Soeharto then joined PETA, the volunteer army of "The Defenders of the Fatherland." a Japanese trained but all-Indonesian military organization established to defend Indonesia against an expected Allied invasion. Here, the young village boy received rigorous military training.

When after the fall of Japan in August 1945, Indonesian nationalists declared independence the young Soeharto felt he was "called" to join the new People`s Army.

Soeharto`s official entry into "Tentara Republik Indonesia" or Army of the Republic of Indonesia is dated October 5, 1945 in Yogyakarta.

At the time, the nascent Indonesian army was little more than a collection of ragtag militia bands relying on weapons captured from the Japanese.

Soeharto`s KNIL background and PETA training soon elevated him to the position of commander.


Military Operation

Under Soekarno`s presidency in 1949, Soeharto, already a lieutenant-colonel, participated in a number of operations to mop up resistance to the new unitary state.

He led an historic military operation at dawn on March 1, 1949 pushing out occupying Dutch troop from Yogyakarta which was also known as the March 1 General Attack.

His troops, known as the "Mataram Brigade," were among those sent to South Sulawesi in April 1950 to put down a revolt. On his return to Central Java a year later, Soeharto was also involved in the suppression of a Muslim uprising.

Experiences like these impressed upon all the officer corps fresh from the struggle against the Dutch.

The period between Soeharto`s expedition to Sulawesi and 1959 was spent in his native Central Java where in 1957 he became the region`s military commander.

The post of divisional commander known as the "Diponegoro Division" lent him a certain amount of prestige.

In 1959, he was transferred from Central Java as regional commander to the Army`s graduate officers` school in Bandung. His career subsequently took him to a staff position in the prestigious Army Strategic Reserves Command (Kostrad)in Jakarta.

Returning from a command in Eastern Indonesia, where he was involved in the successful campaign to wrest West Irian (now Irian Jaya), from the Dutch in 1962, Soeharto, who was newly promoted to major-general, joined General A. H. Nasution`s staff st the Indonesia Armed Forces Headquarters.

In the same year, at the age of 41, he was appointed commander of Kostrad.


Restoring Order

With feelings in the army running high over the murder of six generals on the night of September 30, 1965, Soeharto`s decisive moves to restore order the following day earned him kudos.

In the meantime, people`s sentiments against the Communist movement was running high. Action fronts of students, youths, intellectuals, workers, peasants, businessmen and women mushroomed, demanding the dissolution of the Indonesian Communist Party (PKI).

However, President Soekarno was reluctant to ban the PKI which was part of his NASAKOM (United People`s Front of Nationalists, Religious Groups and Communists) doctrine.

The state of unrest continued to increase and reached its climax on March 11, 1966 when a plenary session of the Cabinet was in progress at the State Palace in Jakarta.

Soldiers of an unidentified unit were approaching the palace. President Soekarno left the room in a hurry and was flown by a helicopter to his palace in Bogor, West Java.

In order to overcome the situation resolutely in the interest of national unity, Soekarno at the Bogor Palace eventually signed a letter giving Soeharto whatever power was needed to protect or safeguard his (Soekarno`s) position.

The "March 11 Order" (Supersmar) as the presidential letter came to be called was used by Soeharto, already a lieutenant general at the time, to consolidate his own position and this was actually the beginning of his New Order government.

The Provisional People`s Consultative Assembly (MPRS) convened a special session to endorse the March 11 Order. On July 1, 1966, Soeharto`s rank was raised to general of the army.

He was appointed Acting President of the Republic of Indonesia by the MPRS on March 12, 1967 and President on March 27 the following year.

Six times in a row he was elected to a five-year presidential term but was forced to step down on May 21, 1998, only two months after his reelection for a sixth term.


Legal case

A financial crisis hit Asia in 1997. Its domino effect severely affected Indonesia`s economy. It cut the people`s purchasing power by 80 percent. Nation-wide demonstrations began to rock the country, calling for economic and political reforms in 1998.

On May 18, 1998, at least 5000 students occupied the parliament, pressing then House Speaker Harmoko to call for Soeharto`s resignation.

Five days later on May 21, he stepped down, and transferred his power to BJ Habibie, his then vice president.

His successor, Habibie, was under public pressure to take Soeharto to court for his alleged corruption, collusion and nepotism (KKN) practices where he was accused of accumulating ill-gotten wealth.

Two years after his ouster, prosecutors filed charges that he had embezzled US$600 million in public funds, but legal proceedings were suspended because of his poor health.

"Time" magazine in its reports in May 1999 accused Soeharto had amassed US$15 billion worth of fortune during his 32 years in power, of which US$9 billion he had transferred from Switzerland to an Austria bank. Habibie assigned Attorney General Andi Ghalib to investigate Soeharto`s wealth.

Ghalib was, however, not able to finish his investigation of Soeharto as he was relieved of his post for an alleged link to a case of `contribution fund` by two conglomerates for national wrestling sport development.

On August 3, 2000, the government formally charged Soeharto with graft. He was tried for the first time by the South Jakarta district Court on August 31. Soeharto was accused of having unlawfully collected Rp1.3 trillion and US$419 million through seven foundations he had led while he was president.

But he, as the defendant, remained absent with only his medical team which was set up by the Attorney General`s Office telling the court the former strongman was too ill to stand trial.

In December 2001, the Supreme Court asked the attorney general office to halt investigation of Soeharto after the former president`s health deteriorated.

In April 2006, Attorney General Abdul Rahman said his office would reopen Soeharto`s case and re-check his health.

But the ex-president was rushed to Pertamina Hospital in South Jakarta a week later for intestinal bleeding where after two days he had to undergo an intestinal surgery and had 40 cm of his colon cut off to stop bleeding.

Due to his ailing physical state and reasons of old age, the Attorney General`s Office dropped all corruption charges against him in May 2006.

Prosecutors are now seeking a total of US$440 million of state funds in a civil lawsuit, and a further 10 trillion rupiah ($1.07 billion) in damages for alleged misuse of funds in one of Soeharto`s foundations. (*)

Indonesia`s former president Soeharto dies


Jakarta (ANTARA News) - Former President Soeharto (86) died on Sunday (Jan 27) at 13:10 after he was treated about two weeks at the Pertamina Hospital in South Jakarta.

The Indonesian second president was admitted to the Pertamina Hospital last Friday on January 4, 2008, for suffering from anemia and severe edema.

Soeharto began his New Order government after then President Soekarno authorized him in March 1966 to overcome the chaotic situation in the aftermath of the aborted Communist coup in 1965.

A special session of the provisional People`s Consultative Assembly (MPRS) in March 1967 appointed Soeharto acting president and he was officially sworn in Indonesia`s second president in March 1968.

Soeharto who was born in Kemusuk village, Yogyakarta, on June 8, 1921, ruled the country for 32 years through six consecutive general elections.

Between 1960 and 1965, the national economy grew merely by an average of 2.1 percent annually. The inflation rate reached over 250 percent in 1961-1965 and even jumped to 650 percent in 1966.

After the stabilization and rehabilitation drive carried out by the New Order in 1966 and 1968, economic growth reached an average of six percent.

Thus, in 1969, Soeharto began to implement his ideas to lift up the country from poverty through five-year development plans called "Repelita".

At the start of Repelita I, Indonesia`s per capita income stood at US$70, and Indonesia was rated as one of the poorest countries in the world.

About three decades later, the country`s per capita income went up to US$1,155 and Indonesia was regarded a middle income country. The economy grew convincingly by an average of seven to eight percent a year over a period of 25 years.

Entering the 80s and the 90s, the inflation rate was maintained at an average of 10 percent, and in 1996 it reached 6.5 percent.

The result of Soeharto`s economic programs made Indonesia which had been crippled by poverty in the previous three decades, one of the newly emerging economies in South East Asia.

The number of poor people declined from 60 percent in 1967 to 40 percent in 1980 and 21 percent or 37 million people in 1987. With a population of about 200 million, Indonesia was able to further reduce the number of its poor to 11.3 percent or 22.5 million in 1996.

The success of his economic development earned him the title "Bapak Pembangunan" (Father of Development) which was conferred on him by the People`s Consultative Assembly (MPR) in 1983 in recognition of his success.

Through diversification in the agricultural sector, Soeharto also succeeded in turning Indonesia from a rice-importing to a rice-exporting nation.

In 1980, Soeharto declared Indonesia self-sufficient in rice and traveled to Rome in 1985 to receive a crowning award from the Food and Agricultural Organization of the United Nations.

The New Order era leader resigned from the presidential post on May 21, 1998.(*)

President Yudhoyono to open UNCAC Meeting in Bali

Denpasar (ANTARA News) - To be accompanied by a number of United Indonesia Cabinet ministers, President Susilo Bambang Yudhoyono is scheduled to open the United Nations Convention against Corruption (UNCAC) in the island resort of Bali on Monday.

"The president and his entourage will arrive at Ngurah Rai international airport here on Sunday afternoon," Bali provincial administration spokesman Anak Agung Gede Bagus Netra said here on Saturday.

He said Bali Governor Dewa Beratha and a number of local officials would welcome the head of state at Ngurah Rai airport.

"Persident Yudhoyono on Monday will open the UNCAC meeting at an international hotel in Nusa Dua before returning to Jakarta on the same day," Agung Netra said.

The five-day conference of UNCAC will be held at Bali International Convention Center/BICC, Westin Resorts in Nusa Dua from January 28 to February 1, 2008.

Agung Netra said the conference would be attended by around 1,300 delegates from 140 countries, 284 non-governmental organizations, 21 national and international organizations, and covered by about 1,300 local and foreign journalists.

The UN Convention against Corruption was adapted by UN General Assembly on October 31, 2003. It entered into force on December 14, 2005, following the 30th ratification by Ecuador on September 15 at the 2005 World Summit.

For Bali, to host such an international event, Agung Netra said preparation, especially in relation with security, has been ripe for the conference.

Meanwhile, Bali Police Chief Insp. Gen. Paulus Purwoko said here on Friday that some 1,500 police, hundreds of military personnel would be deployed to help maintain the security during the conference.

He said the United Nations would also send at least 10 security officers headed by Hassan Rahimmy of Germany who has been in Bali for an inspection of a drill by security groups. (*)

FAO cooperates with Indonesia to monitor H5N1

Jakarta (ANTARA News) - The United Nations Food and Agriculture Organization (FAO) is working with the Indonesian government to implement a program to monitor virus of H5N1, a FAO statement from UN News Center in New York said on Friday.

FAO said that 31 of 33 provinces in Indonesia, one of the countries hit hardest by avian flue, had been infected since 2004 and thus more investigations and better poultry vaccines were needed to fully protect the poultry from the virus in the country.

It warned that despite advances in controlling the virus, recent avian influenza outbreaks in more than one dozen countries revealed that the epidemic remained a global threat.

"Globally, much progress has been achieved in keeping the H5N1 avian influenza virus under control," said Joseph Domenech, FAO`s Chief Veterinary Officer, noting that great strides have been made in the past three years.

He said surveillance, early detection and immediate response efforts have been bolstered and many countries have been able to eliminate avian flu from poultry.

But since last month, Indonesia and 14 other countries - Bangladesh, Benin, China, Egypt, Germany, India, Iran, Israel, Myanmar, Poland, Russia, Ukraine, Turkey and Viet Nam - have confirmed new outbreaks in poultry, mostly in domestic stocks.

"The H5N1 avian influenza crisis is far from over and remains particularly worrying in Indonesia, Bangladesh and Egypt, where the virus has become deeply entrenched despite major control efforts," Domenech said.

He also cautioned that while H5N1 has not become more contagious to humans, "it could still trigger a human influenza pandemic."

In Bangladesh, nearly one-third of the districts have been infected, and the disease appears to be endemic. Therefore FAO said it is strengthening its presence to help the country bring avian flu under control.

Domenech said that reporting of new outbreaks, disinfection, culling, movement control and farm bio-security must be stepped up in Egypt.

He also observed that a potential change of virus strains needs to be investigated further, and FAO is supporting the Government`s detection, control and communication measures.

With the help of FAO, over 50 countries have been able to bring avian flu under control and eliminate it from poultry.(*)

RI agrees to install seven radars from US in Makassar Strait

Jakarta (ANTARA News) - The Indonesian government has agreed to install seven radars to be provided by the United States in the Makassar Strait to support security maintenance efforts in the country`s second main sea-lane, a minister said.

"The purpose of installing the seven radars is to support maritme defense and security in the South East Asian region," Defense Minister Juwono Sudarsono told ANTARA News on Tuesday.

He said the US government was committed to helping Indonesia to build its capacity to secure its waters by among other things providing the surveillance radars.

"The proposal to install the surveillance radars in the Makassar Strait was filed in 2006 but it will only be implemented in stages starting in 2008," he added.

Juwono said the main function of the seven radars in the Makassar Strait would be that of preventing acts of terror at sea.

"This accords with ASEAN`s joint commitment on maritime defense and security in the ASEAN region," he said.

In the Asia and Pacific region, including ASEAN and Indonesia, the security of the Sea Lines of Communication (SLOC) was a matter of vital importance to users of these lines in the region, he added.

The US had previously also given five surveillance radars which were set up along the Malacca Strait to support security in the world`s busiest sea lane.

The five radars were now functioning as part of the Integrated Maritime Surveillance System (IMSS) in the Malacca Strait where security was being maintained jointly by Indonesia, Malaysia and Singapore through a coordinated patrol scheme launched in July, 2004.

The three nations` coordinated patrols had resulted in a 70-percent decrease in criminal activity in the Malacca Strait, Juwono said. (*)

Kuala Lumpur (ANTARA News) - Malaysian Information Minister Zainuddin Maidin admitted that the mass media in his country envied Indonesia for its press freedom.

"However the mass media in Malaysia also freedom since the country became independent. Its positition is between the liberal and communist press, meaning that Malaysian press has already had such freedom since independence along with social responsibility the media has on its shoulder," Maidin said in an address in a get-together with the media here on Friday evening.

He invited editors-in-chief of the Malaysian mass media and also representatives of the Indonesian mass media in that country including the Indonesian Charge d`affaires Tatang B Razak.

According to him, press freedom in Indonesia was often used as a weapon by the opposition to mock at Malaysian mass media as being still under the control of the Malaysian kingdom.

Prime Minister Abdullah Badawi has provided such laxity to the mass media, but it was often misused by the opposition to criticize the new economic basis which has been developed into that country`s economic policy.

The opposition had also charged the privillege of Malays with other ethnic groups in that country. "This is very dangerous if the mass media functioned as an instrument to disseminate hatred among the tribes," he added.

On the occasion, the Malaysian information minister admitted that he had issued a warning to Metro TV in Indonesia for an exclusive interview with Anwar Ibrahim. "He is a bankrupt politician in Malaysia, why should he be placed under the spotlight and thereby flattered."

"Our warning was replied. Please let the Malaysian mass media interview an Indonesian opposition," the reply said.

"We won`t do that. We respect the Indonesian government. Under the ASEAN spirit, we will never give an opportunity to the Indonesian opposition to speak in Malaysian mass media," he said. (*)

Bali to host sixt international AI summit in March 2008


Jakarta (ANTARA News) - Indonesia`s resort island of Bali will host the Sixth International Bird Flu (Avian Influenza/AI) Summit from March 27 to 28, 2008, the event`s organizers said in a statement.

Top leaders and key decision-makers of major companies representing a broad range of industries will meet with noted scientists, public health officials, law enforcers, and other experts to discuss pandemic prevention, preparedness, responses and recovery of bird flu at the summit, according to a press statement of the Summit`s organizing committee, the US-based New Fields Exhibitions, Inc., on Friday.

The summit`s participants will be able to draw on first-hand best practices to create the solid business continuity plans that their companies and organizations need in order to prepare for, respond to, and survive a pandemic.

The summit would draw on the successes of the five previous summits which featured as speakers distinguished personalities such as Dr. David Nabarro, the United Nations Coordinator for Avian and Human Influenza, Alex Thiermann of the World Organization for Animal Health (OIE) and Dr. Wenqing Zhang of the WHO Epidemic and Pandemic Alert and Response, it said.

RI condems Israeli mily operations in Gaza

Jakarta (ANTARA News) - The Indonesian governmnent has condemned the operations of Israeli troops in Gaza since January 16, leaving at least 24 Palestinians dead.

"Israeli military operations which are often launched in the Palestinian zone has caused failure of efforts to bring about a conducive situation made under the Annapolis settlement framework," Kristiarto Soeryo Legowo, Foreign Ministry spokesman said here on Friday.

The United States hosted the Annapolis (Maryland) conference late in November last year.

Since the two sides formally resumed their peace talks in a US-hosted conference in late in November, more than 115 Palestinians, most of them militants, have been killed by Israeli fire in Gaza, according to an AFP count.

Indonesia, he said, extremely deplored the Israeli action and hoped that all the parties refrain in a bid to make the dialog periodically held by the two sides could run smoothly.

"Indonesia has always been consistent in supporting the full independence of Palestine in a bid to live peacefully with Israel. Indonesia believes that peace could be achieved through dialogs and negotiations," he said.

Kristiarto expressed hope that the Annapolis conference in late last year would not only help improve the dialogs and comprehansive peace in the Middle East but also reactivate peace talks on the Goland Heights and South Lebanon.

The Annapolis conference had produced concrete measures and a common commitment to achieve a comprehensive settlement of the Middle East conflict.

Now Indonesia is preparing an Asia-Africa conference in an effort to raise the Palestinian capacity scheduled in the first quarter of 2008, he said.

Indonesia in the donors conference for Palestine held in Paris in December last year made a commitment to provide financial aid of US$1 million, which was one of Indonesia`s assistance to Palestine. (*)

Indonesia-Japan to focus in three things


Jakarta (ANTARA News) - President Susilo Bambang Yudhoyono wants the commemoration of the 50th anniversary of Indonesia-Japan relations this year to be focused on three things -- culture, education and friendship between the two countries` youths.

"Closer relations between the youths of the two countries are important so they can be expected to inherit and continue the present good relations between Indonesia and Japan," presidential spokesman Dino Pati Djalal quoted the president as saying when receiving visiting Japanese Prince Akishino at the Merdeka Palace here Saturday.

Dino said Prince Akishino at the meeting read out a message from Japanese Emperor Akihito who expressed pleasure about the relations between Indonesia and Japan which had grown significantly in the past 50 years.

"The Emperor also conveyed his best wishes to the Indonesian people," Dino said.

Prince Akishino`s visit to represent the Japanese Emperor and Japanese government is a measure of Tokyo`s appreciation of the progress achieved in the friendship between Indonesia and Japan in the economic and political fields, Dino ssid.

"Indonesia- Japan relations increased continuously following the signing of a strategic agreement in 2005 and the Economic Partnership Agreement last year. Besides an economic partner, Japan is also an important counterpart to Indonesia in the region and in international political forums," he added.

After meeting with the President, Prince Akishino will also pay a call on Vice President Jusuf Kalla and visit an organization active in the fight against Tuberculosis (TBC) in Jakarta,

On Sunday, the prince is slated to meet the chairman of the Regional Representatives Council (DPD) Ginanjar Kartasasmita, attend a function at the Japan Foundation and meet with Japanese nationals living in Indonesia.

Later, Akishino will attend the peak event of the anniversary celebrations at the Beautiful Indonesia-in-Miniature Park (TMII) in East Jakarta together with President Yudhoyono.

On Monday, he will visit the Indonesian Red Cross Hospital (PMI) in Bogor.

President receives Japanese prince Akishino


Jakarta (ANTARA News) - President Susilo Bambang Yudhoyono, accompanied by Mrs Ani Yudhoyono, on Saturday received Japanese Prince Akishino who is on a state visit to Indonesia until January 24.

The prince`s visit takes place on the occasion of the 50th anniversary of Indonesia - Japan diplomatic relations.

Also present at the palace function to welcome the Japanese prince were Foreign Minister Hassan Wirajudha and Minister/State Secretary Hatta Radjasa.

On Sunday, the prince is slated to meet the chairman of the Regional Representatives Council (DPD) Ginanjar Kartasasmita, attend a function at the Japan Foundation and meet with Japanese nationals living in Indonesia.

Later, Akishino will attend the peak event of the anniversary celebrations at the Beautiful Indonesia-in-Miniature Park (TMII) in East Jakarta together with President Yudhoyono.

Australia`s Keating : "I told Soeharto to go"

Sydney (ANTARA News) - Former Australian prime minister Paul Keating has claimed he could be the only person to tell former Indonesian strongman Suharto to his face that he ought to hand over power.

"You can imagine, there's not many other people in history who have actually lined up to someone like Suharto and told him to resign," Keating was quoted as saying by DPA Friday in an excerpt from a documentary that the SBS television network will air next month.

"It turned out that person was me."

Suharto, 86, who ruled Indonesia for 32 years before handing over power in May 1998, is close to death in a Jakarta hospital.

Keating, prime minister from 1991 to 1996, flew to Jakarta in January 1998 to plead with Suharto to stand aside.

Their meeting came just hours before a famous ceremony at which Suharto signed an economic rescue package in the presence of then International Monetary Fund managing director Michel Camdessus.

The haughty Frenchman stood over the former five-star general with his arms folded in an attitude that gave grave offence to Indonesians.

"I said, 'Today you're king again, but you're king for a day only. When you go down to sign this document, you're in charge. And when you're in charge, you should say you're going,'" Keating quoted himself as saying to Suharto during a 90-minute meeting.

Several of Suharto's ministers and cronies claimed after his fall that they had met privately with him to urge him to retire but their accounts have been disbelieved. (*)

Indonesia to deport 75 Thai fishermen

Karimun, Riau Islands (ANTARA News) - Indonesia is in the process of deporting 75 Thai fishermen who are currently being detained in the Batam Immigration`s penitentiary office.

The deportation of the foreign crew members was currently being processed, Godam, an official of the Tanjung Tanjung Balai Karimun immigration office, Karimun District, Riau Islands Province, said.

The Thai crew members were aboard of MV Mutiara Mina 1, MV Mutaran Mina 5, MV PAF 4510 and MV Pinaki 2. They were detained by Indonesia`s marine patrol officers while fishing in South China Sea waters, last September 2007. However, the four fishing boats were reportedly missing.

They were detained because they fished in an area which was not specified in their fishing permit document. The marine patrol officers later herded the foreign boats to Leho Coast, Tebing, for further examination of the crew members. (*)

Imigrasi Akan Terapkan Sistem Cekal Baru

Jakarta (ANTARA News) - Direktorat Jenderal Imigrasi Departemen Hukum dan HAM saat ini telah mempersiapkan peralatan teknologi untuk penerapan sistem cegah dan tangkal (Cekal) yang baru.

"Peralatannya sudah dipasang di beberapa kantor Tempat Pemeriksaan Imigrasi (TPI) utama, antara lain di Bandara Soekarno Hatta Jakarta, Juanda Surabaya, Polonia Medan, Ngurah Rai Bali dan di TPI Batam," kata Kepala Humas Imigrasi Ida Bagus kepada ANTARA News di Jakarta, Jumat.

Ia menjelaskan, penerapan sistem cekal yang baru itu kini tinggal penyempurnaan peralatannya.

Ida Bagus menjelaskan Imigrasi merupakan institusi pelaksana dari permintaan cekal yang diajukan oleh instansi yang memiliki wewenang meminta cekal misalnya Kejaksaan, Kepolisian.

Dalam kesempatan tersebut Ida juga menjelaskan bahwa Menteri Imigrasi Australia, senator Chris Evans saat melakukan kunjungan ke Departemen Hukum dan HAM pada hari Kamis (17/1) menyempatkan diri meninjau sistem cekal baru yang diterapkan Imigrasi.

"Dia (senator Evans) memberikan respon positif," kata Ida Bagus.

Ia menambahkan Ditjen Imigrasi saat ini memiliki 107 Kantor Imigrasi dan sejumlah kantor perwakilan di luar negeri.(*)

Pembangunan Radar Intai Bantuan AS Tunggu Putusan Pemerintah

Jakarta (ANTARA News) - Mabes TNI Angkatan Laut (TNI-AL) menyatakan pembangunan radar intai bantuan Amerika Serikat (AS) di utara Laut Sulawesi masih menunggu keputusan pemerintah.

"Itu masih menunggu keputusan pemerintah," kata Kepala Dinas Penerangan Mabes TNI AL Laksamana Pertama Iskandar Sitompul ketika dikonfirmasi ANTARA News di Jakarta, Jumat.

Pemerintah AS pada awal 2008 menawarkan bantuan pembangunan tujuh radar intai di utara Laut Sulawesi, untuk membantu pengamanan wilayah perairan tersebut. Namun, hingga kini tawaran itu masih di kaji Pemerintah Indonesia dalam hal ini Departemen Pertahanan dan Departemen Luar Negeri.

Indonesia menginginkan radar intai bantuan AS itu dibangun di sepanjang Alur Laut Kepulauan Indonesia (ALKI) II di Selat Makassar. "Jadi, ini masih perlu kajian lagi dan yang memutuskannya pemerintah," ujarnya.

Sebelumnya, dalam ramah tamah Kepala Staf Angkatan Laut (Kasal) Laksamana TNI Sumardjono mengatakan, pemerintah AS sebelumnya juga telah memberikan bantuan lima radar intai di sepanjang Selat Malaka, untuk mengamankan selat terpadat di dunia tersebut.

Pembangunan lima radar yang terintegrasi dalam sistem pengintaian maritim terintegrasi (Integrated Maritime Surveillance System/IMSS), hingga kini masih terus berjalan, sedangkan empat radar Indonesia di Selat Malaka telah selesai pembangunannya.

Pengamanan Selat Malaka selama ini dilakukan bersama antara tentara Indonesia, Malaysia, dan Singapura dalam bentuk patroli terkoordinasi yang diluncurkan pada Juli 2004.

Saat ini kerja sama tiga negara pantai dalam kerangka Malsindo itu telah mampu menekan tingkat kejahatan laut di Selat Malaka hingga 70 persen.(*)

RI, Australia to continue stepping up border security

Jakarta (ANTARA News) - Indonesia and Australia, together with other countries in the Asia Pacific region, will continue to safeguard their borders from acts of human trafficking, terrorism and other trans-border crimes, the two countries` ministers in charge of immigration said in a joint statement here.

Indonesia`s Law and Human Rights Minister Andi Mattalata and visiting Australian Minister for Immigration and Citizenship Senator Chirs Evans issued the statement after a meeting at the former`s office here Thursday .

Mattalata and Evans welcomed immigration cooperation between the two countries and expressed their commitment to a close, practical working relationship on issues of mutual interest.

At their meeting, the two ministers declared a new initiative about cooperation in English language training for Indonesian airport officials at the Directorate General of Immigration, placement of an English teacher from Australia at Indonesia`s Law and Human Rights Ministry and a training program for immigration data report and analysis.

Mattalata and Evans also welcomed the significant progress which had been achieved in the computerization of joint border traffic control at five ports in Indonesia.

Senator Evans had earlier said that the Australian government recognized the crucial role Indonesia was playing in regional border security and preventing the illegal movements of boats organized by people smugglers.

Evans said his office was working with Indonesian immigration officials to develop a state-of-the-art alert system to provide Indonesia with a greater capacity to detect the movements of dangerous people such as terrorists, criminals and people smugglers.

"A key benefit of close cooperation with Indonesia is improved border security for both countries," Senator Evans said, adding that he wanted to promote an understanding of Australian government views, and renew and intensify their commitment to a robust and supportive relationship with Indonesia.

Meanwhile, an Australian Embassy media release said Evans would also have discussions with Indonesian Foreign Minister Hassan Wirajuda, representatives of the Indonesian parliamentary Commissions on Legal Affairs and Foreign Affairs, and regional representatives of the International Organization for Migration (IOM) and the Office of the United Nations High Commissioner for Refugees (UNHCR). Abused Indonesian maid returns home from Malaysia

Kupang, Indonesia (ANTARA News) - An Indonesian maid abused by her employer in Malaysia returned home Thursday after spending three years waiting for the trial of her former employer to be completed.

A beaming Nirmala Bonat, 23, said after arriving in East Nusa Tenggara's capital Kupang that she was happy to be back in Indonesia and looked forward to seeing her parents again after the ordeal.

"I don't want to go back to Malaysia. I will start a business at home," she said, adding that she had enough money to start over in Tuapakas village, located some 200 kilometres (120 miles) from Kupang.

Bonat's case made headlines in Malaysia, with photographs of the severe injuries inflicted upon her by her female Malaysian boss splashed on the front pages of newspapers when she was discovered in 2004.

After accidentally breaking a mug, Bonat said she was abused every day until her breasts and back were covered with burns from a hot iron, and her face was swollen by regular beatings.

The woman, a resident of Kuala Lumpur, was found guilty in early January but is yet to be sentenced, according to reports from Indonesia's Antara news agency.

Teguh Hendro Cahyono, who accompanied Bonat from the Indonesian embassy in Kuala Lumpur, said Bonat was now "psychologically well and ready to go home".

Part of her home-coming money came from donations, he told AFP.

Lumpur last week that was dominated by the issue of the treatment of Indonesian
workers there.

A string of abused worker cases have soured relations between the neighbours. Malaysia is home to some 1.2 million documented Indonesian workers, as well as an illegal workforce estimated to take the figure up to two million.

Australian immigration minister visits Indonesia

Jakarta (ANTARA News) - Senator Chris Evans, Australian Minister for Immigration and Citizenship, arrived in Indonesia on Wednesday (Jan 16) to hold talks with his Indonesian counterpart, Law and Human Rights Minister Andi Mattalatta.

Senator Evans said the talks would focus on strengthening Austalia`s relationship with Indonesia in dealing with migration issues, including border security and people smuggling, an Australian Embassy press release quoted the minister as saying on Wednesday.

"Indonesia is a key partner for Australia and we are committed to a close, practical working relationship on issues of mutual interest," Senator Evan said.

"I intend to promote an understanding of Australian government views, and to renew and intensify our commitment to a robust and supportive relationship with Indonesia," he said.

"The Australian government recognises the crucial role that Indonesia plays in regional border security and preventing the illegal movement of boats organised by people smugglers," he said.

Senator Evans said the Department of Immigration and Citizenship was working with Indonesia Immigration officials to develop a state-of-the-art movement alert system to provide Indonesia with a greater capacity to identify people of concern such as terrotists, criminals and people smugglers.

According to him, a key benefit of close cooperation with Indonesia is improved border security for both countries.

"Projects like these help make travel in the region safer and more secure," he said.

President asks ministry to protest foreign govts treating RI workers improperly

Jakarta (ANTARA News) - President Susilo Bambang Yudhoyono asked the Foreign Affairs Ministry to lodge protests through diplomatic notes to countries that treat Indonesia workers improperly.

"If suspicious circumstances befall Indonesian workers abroad, the foreign ministry should lodge a note of diplomatic protest," the president said at a press conference after a cabinet meeting at the Manpower and Transmigration Ministry here on Wednesday.

The president also asked the forestry ministry and manpower ministry to continue communicating with the families of Indonesian workers involved in legal problems at their workplaces overseas.

"Make sure that the rights of those having problems overseas are respected. Justice must be upheld," he said.

Referring to the case of Yanti Iriyanti, an Indonesia house maid who was executed in Saudi Arabia last Friday, the president said Saudi law could change a sentence if there was a pardon from the victim`s family members or from a certain institution.

But it turned out that there was no pardon given by the victim`s family, he said.

Yanti was found guilty of murdering her employer after she tried to steal her employer`s jewelry, according to reports in Saudi Arabia.

Earlier in the day, Gino, Yanti`s husband, together with their two children and a number of activists from non-governmental organization "Migrant Care" failed to meet the president at the Manpower and Transmigration Ministry.

The activists left the ministry at 12 local time even before the president gave the press conference.

At the ministry, the president was holding a cabinet meeting which was also attended by Vice President Jusuf Kalla and a number of ministers such as Chief Political, Legal and Security Minister Widodo AS, chief Economic Minister Boediono, State Enterprise Minister Sofjan Djalil, Forestry Minister MS Kaban, Cooperative and Small-and Medium Enterprises Minister Suryadharma Ali and National Education Minister Bambang Sudibyo.

During the meeting the president received reports on the performance of the Ministry of Manpower and Transmigration in 2007 and its 2008 work plan.(*)

Indonesian minister tells stockmarket investors to be cautious

Jakarta (ANTARA News) - Recent slumps in global stock markets triggered by fears that the US is slipping into recession should serve as a warning that investors in Indonesia must be cautious, Finance Minister Sri Mulyani Indrawati said Thursday.

"It is happening globally. People around the globe are facing turbulence, so we'd better be cautious," she was quoted by AFP as saying.

The Jakarta stock exchange's benchmark composite index has lost 167.18 points or 6.1 percent this year, after gaining 52 percent last year.

Indrawati said a slowdown in the US economy would not necessarily have a direct impact on the Indonesian economy.

The US is the third-largest market for Indonesian non-oil-and-gas exports after Japan and the EU.

The government has said it is hoping demand from China and India will offset the expected weakening in demand from the US.

Indrawati said the domestic economy remains healthy, as can be seen from some strong indicators such as foreign exchange reserves, debt levels and banking sector performance data.

The government is projecting that economic growth will accelerate to 6.4-6.7 percent this year from the 6.3 percent estimated for 2007. (*)

Indonesia and China expand defence ties

Jakarta (ANTARA News) - Indonesia and China plan to cooperate in manufacturing defence equipment and are looking at other measures to expand military ties, the defence ministers of the two countries said on Wednesday.

Beijing and Jakarta have enjoyed closer ties in recent years, particularly since the fall in 1998 of former Indonesian president Suharto, who was aligned more with the West during the Cold War era, as well as growing business links.

"We expect to cooperate in building defence equipment, especially in transportation. For example, transport planes and ships," Indonesian Defence Minister Juwono Sudarsono said after talks with visiting Chinese Defence Minister Cao Gangchuan.

"The financing will be discussed further by two governments and related ministries," he added.

Cao said the aim of his visit was to strengthen cooperation.

"We also discussed future ways to promote further and enhance the military and defence relations between our two sides," Cao was quoted by Reuters as saying. "Besides, we can also promote cooperation in the field of training of military personnel."

The two ministers agreed to set up a committee to look into expanding cooperation.

China said last year it would boost defence spending by 17.8 percent to about $45 billion.

Indonesia aims to overhaul its military with around half of its equipment ageing.

Jakarta turned to Russia and East European countries for weapons several years ago when it was under an arms embargo by the United States. Washington later restored military ties and lifted the arms embargo as a reward for Jakarta's cooperation
with Washington in fighting Islamic militants.

Indonesia last year agreed a deal to purchase 10 transport helicopters, five assault helicopters, 20 amphibious tanks and two submarines from Russia, which will provide state credit facilities. (*)

Myanmar PM`s Indonesia visit postponed: officials

Jakarta (ANTARA News) - The governments of Indonesia and Myanmar have agreed to postpone a visit this week by Myanmar Prime Minister Lieutenant General Thein Sein, the president's spokesman said Sunday.

Indonesia's ex-president Suharto is currently in hospital critically ill following multiple organ failure on Friday. Doctors said Sunday that his condition had stabilised after he was hooked to a ventilation machine.

President Susilo Bambang Yudhoyono cut short an official visit to Malaysia on Saturday by several hours to rush back to Jakarta, but Suharto, who was first hospitalised on January 4, appeared to improve by the time he returned.

Yudhoyono immediately held a meeting with his cabinet ministers to discuss the situation.

Thein Sein's visit was to have primarily focused on enhancing bilateral economic relations, the president's spokesman Dino Patti Djalal told AFP.

"Following consultations with the government of Myanmar, there has been an agreement reached to postpone the visit because the national mood is not conducive (for a visit) at the moment," he said.

"We will reschedule the visit at a time more convenient to both sides."

Thein Sein was declared prime minister of the military regime of Myanmar in October last year to replace former premier Soe Win, who reliquished his post last May and died in October.

Myanmar's prime minister is thought to exert little control over the country, as all real power lies with Senior General Than Shwe and the military junta. (*)

Lee Kuan Yew Visits Soeharto


Jakarta (ANTARA News) - Singapore`s former prime minister Lee Kuan Yew on Sunday afternoon visited former president Soeharto who is now under intensive medical treatment at Pertamina Hospital in South Jakarta.

On his arrival at the hospital at about 11.45 am, Lee was welcomed by the hospital`s acting president director Djoko Sanjoto who brought Singapore`s former prime minister to a room where Soeharto is being treated.

Soeharto and Lee are closed friends known as figures who had strengthened the Association of South East Asian Nations (ASEAN).

Early 2006, Lee visited the Indonesian second president at the latter`s residence on Cendana Street, Central Jakarta, and they met again in July, 2007.

Till Saturday (Jan 12) night, Soeharto`s health was still unstable but showed better condition after he underwent critical health situation on Friday (Jan 11) when the Presidential Medical Team said Soeharto was suffering from heart, lung, kidney and brain failure.(*)

Lee Kuan Yew prays for Soeharto`s recovery

Jakarta (ANTARA News) - Singapore`s former prime minister Lee Kuan Yew visited Indonesia`s former president Soeharto at Pertamina Hospital here on Sunday to specially pray for the latter`s recuperation.

During his 15-minute visit to Pertamina, Lee was accompanied by Singapore`s Ambassador to Indonesia Ashok Mirpuri, Indonesia`s former minister/state secretary Moerdiono and the hospital`s acting president director Djoko Sanjoto.

Lee was received by members of Soeharto`s family including Siti Hardiyanti Rukmana, Siti Hediati Hariyadi and Siti Hutami Endang Adiningsih.

"On his visit, former prime minister Lee offered sympathy and prayed for Soeharto`s convalescence," Moerdiono told newsmen.

He said Lee visited his pal who was still unconscious as a ventilator was applied on the New Order leader.

After visiting Soeharto, Lee directly returned to Singapore.

President: stop all kinds of polemics on Soeharto`s legal status

Jakarta (ANTARA News) - President Susilo Bambang Yudhoyono at his residence in Cikeas, Bogor, on Saturday, called on all elements of the nation to stop polemics on the legal status of former President Soeharto who is currently ill and being treated in hospital.

"Let`s stop the polemics, debate, issuing controversial opinions at the present time," the head of state said at a press conference at his residence.

With regard to the civil lawsuit against Soeharto, Yudhoyono admitted that the latest development indicated there had been a public debate which eventually triggered pros and cons in many forms.

"Actually I remain seeing the time to raise this not something proper under the present condition of Soeharto who is suffering a serious illness," he said.

The president denied the comments depicting moments wheres it was the government`s initiative to settle the civil case of former President Soeharto.

The government opined that the issue was not a priority in the past few days. The head of state reaffirmed there was a great intention of the government to pursue it properly.

"However the government wants the proper moment to settle the civil case in a good manner through legal mechanism," he said, adding that the best way to settle the case should be found.

The president called on the people of Indonesia to pray for former President Soeharto and to stop making unwise statements.

It was said that Soeharto as the leader should have made an achievement in national development of this country.

It was admitted that Soeharto had some shortcomings and made mistakes. But it would not hamper us from extending great thanks and appreciation of his merit and dedication to the state, Susilo said.

Earlier, the president had a meeting with some cabinet ministers upon his return from Kuala Lumpur, Malaysia, on Saturday. (*)

Bali bombings ended Indonesia`s denial about terrorism

Jakarta (ANTARA News) - Indonesia marked an anniversary of sorts when New Year's Day rang in last week. For the second year running, the world's largest Muslim-majority nation did not suffer a terrorist attack by Islamic militants.

Indonesia clearly has come a long way since October 2002, when Jemaah Islamiyah (JI), the South-east Asian region terrorist group, bombed two nightclubs on the resort island of Bali, killing 202 people, mainly foreign tourists.

At that time, the Indonesian government was in complete denial about the existence of homegrown terrorist networks such as JI, which has personal and financial links to al-Qaeda.

Jakarta's denial was serious, especially as there had been repeated warnings from the US government and Indonesia's own spy agency about the presence of remote training camps and clandestine visits by foreign jihadists from South Asia and the Middle East.

The Bali attacks jarred the Indonesians back to reality, and since then - and despite a second deadly bombing on Bali and two more in Jakarta - the country arguably has the world's best record in fighting terrorism.

Today, the three masterminds of the Bali attack, Ali Ghufron, Imam Samudra and Amrozi, sit on death row and are likely to be executed in early February.

"It took the Bali bombing to prompt serious police and law enforcement attention and the second Bali bombings (in October 2005) to get the attention of the government," said Sidney Jones, a JI expert and regional director of the International Crisis Group in Jakarta.

Indonesia's numbers speak for themselves. Around 400 JI militants have been captured since Bali I and 70 have been convicted. A senior JI bomb maker, Malaysian Azhari bin Husin, was killed in a shootout in 2005, and Ghufron, Samudra and Amrozi, who is Ghufron's younger brother, will soon face a firing squad.

In June 2007, police captured JI's top civilian and military leaders, delivering a body blow that still stings the terrorists. The network used to have territorial commands for all of Southeast Asia and Australia, but has been decimated to just four cells on Java and in Central Sulawesi province.

"JI is really a shell of its former self," said Ken Conboy, a JI expert and author of the book The Second Front: Inside Asia's Most Dangerous Terrorist Network.

"They've gotten flak from overseas but there's been a lot of success," he told Deutsche Presse Agentur DPA.

That flak was mainly for Indonesia's slow start in joining the US-led war on terror, but also because some of their methods raised eyebrows in the West.


The Velvet glove

While there are two top notch counter-terrorism police units acting as the fist, Indonesian officials have also used the velvet glove with terrorists - and with good results.

JI terrorist suspects who cooperate are given special treatment in custody, including money for their wives and children, and the use of cell phones to call their families.

The goal is to make them more willing to talk and to "re-educate" them about Islam. Physical and mental coercion, such as shouting at or beating detainees, or depriving them of sleep, are strictly forbidden, officials said.

"I don't want to compare this to Abu Ghraib," Ansyaad Mbai, head of the government's counter-terrorism coordinating body, said after the re-education programme became public last year, "but the police are aware if they use physical force on the terrorists, they will become more militant, and the police will not get information as they do when they treat them humanely."

He noted that JI suspects arrested in January and March of 2007 shared information that led police directly to the hideouts of Zarkasih, JI's overall leader, and Abu Dujana, one of its senior military commanders, who were captured last June.

Standing quietly in the background are the US, Britain and Australia, which provided money, high-tech surveillance equipment, training schools, and forensic and DNA testing facilities for the Indonesians.

Indonesia's 190 million Muslims are mainstream and over all abhor terrorism and suicide bombings. But they also overwhelmingly dislike the Bush administration's foreign policies, so the Indonesian government could not be seen as being ordered around by the West.

There is virtually no sympathy for Ghufron, Samudra and Amrozi, who in an exclusive interview with Deutsche Presse-Agentur dpa this week remained unrepentant and called on Indonesian Muslims to join the jihad onto which only they still cling.

"They're trying to preach to their choir, but they haven't drawn too many new adherents," Conboy said. "These guys talk tough and are willing to go down as martyrs, but they've tried to exploit every (legal) loophole in the book to extend their execution."

The Bali bombers will soon meet their fate, but analysts fear that JI will once again rebuild itself if the government is complacent. "I don't think the police feel the threat is over but elements of the government do," Jones said. (*)

Muslims perform various events to celebrate first of Muharram

Jakarta (ANTARA News) - Indonesian Muslims in various regions including Vice President Jusuf Kalla in Jakarta performed "Zikir" (praising Almighty God) as part of events in a bid to celebrate the 1st of the Muharram Islamic New Year 1429 H.

Jusuf Kalla along with noted figures of the Golkar Party and the Indonesian Islamic Religious Propagation Council, performed the prayers at his official residence in Jakarta. Jusuf Kalla is also general chairman of the Golkar Party Executive Board.

The "zikir" program, led by preacher Moamar ZA, was carried out on Wednesday evening, on the eve of the first of Muharram.

In Bogor city, thousands of Muslims gathered in the city`s grand mosque for reading the Al-Quran which was attended by Diani Budiarto, the mayor of Bogor.

Diani on the occasion said the religious service was among other things aimed at strengthening Islamic brotherhood and worship ofo Allah (Almighty God).

In addition, some 5,000 Muslims in the rainy city of Bogor (about 60 km south of Jakarta) also conducted the so-called 5-km Muharram procession.

Meanwhile, thousands of Muslims in Lebak district, Banten province, including Mulyadi Jayabaya, Lebak district head also carried out religious rituals.

The mayor expressed hope that this new year`s activity should be used for an introspection.

Apart from that, Muhammadiyah (Islamic) youth group in Medan, North Sumatra province on the Islamic new Year`s eve called on the the country`s Muslims never to commit corruption.(*)

India consumers replace South Africa coal with Indonesian

London (ANTARA News) - Some Indian coal consumers which have taken predominantly South African coal during 2007 are switching to cheaper Indonesian material in tenders issued this week, Indian traders told Reuters.

Hindustan Zinc, and Calcutta Electric have issued tenders for Indonesian coal for Q1 delivery.

Tamil Nadu Newsprint and Paper Ltd (TNPL), which has always taken Indonesian coal in preference, has also tendered for Q1 coal. (*)

Indonesian shares to rise next week: analyst

Jakarta (ANTARA News) - Indonesian share prices are expected to rise next week amid volatility in regional markets, an analyst said Wednesday.

The Jakarta composite index is expected to rise on the back of a strong upward trend in the New Year, which has defied the pattern in much of Asia, Batavia Prosperindo analyst Suherman Santikno told AFP.

"The Indonesian market is quite unique. While regional markets have suffered corrections, Indonesia and also India have trended upward, especially in 2008," he said.

Hefty profits from agriculture and mining exports due to rising global prices for commodities, including oil, were driving the local market upward, Santikno said, adding that the trend would likely continue into next week.

Price stability and Indonesia's positive economic growth were also adding to good market sentiment, he said.

For the week ending January 9, the Jakarta Stock Exchange composite index gained 2.35 percent to 2,830.26 points.

Daily average volume was 2.51 billion shares valued at 3.10 trillion rupiah (328.6 million dollars).

Santikno said the market may face resistance at 2,900, with support at 2,800. (*)

President Yuhdoyono plans to meet Nirmala Bonat in Ma


Jakarta (ANTARA News) - On the sidelines of his visit to Malaysia from Jan 10-12, President Susilo Bambang Yudhoyono plans to meet Indonesian migrant worker Nirmala Bonat who has been tortured by her Malaysian employer, Presidential spokesman Andi Malarangeng said at Halim Perdanakusuma airport here on Thursday.

"President Yudhoyono`s main agenda during the visit to Malaysia is about the issue of Indonesian migrant workers in the country and to meet Nirmala Bonat," Andi said, adding that Yudhoyono would ask for serious attention from Malaysian government to the protection of Indonesian migrant workers in the country.

Andi said Malaysia should protect Indonesian workers there as Indonesia also protects Malaysians and other foreigners.

"The state`s responsibility is to protect all Indonesians at home and abroad," Andi said.

He added that the head of state had also ordered the embassies around the world to protect Indonesians wherever they are.

Andi said Yudhoyono would hold both formal and informal bilateral meeting in Malaysia to discuss border issue and economic relations in an effort to strengthen the two countries ties.

In the visit to Malaysia, President Yudhoyono would be accompanied by the First Lady Ani Yudhoyono, Minister/State Secretary Hatta Rajasa, Manpower and Transmigration Minister Erman Puparno, Forestry Minister MS Kaban, National Police Chief Gen Djoko Santoso, Foreign Minister Hassan Wirayuda, Culture and Tourism Minister Jero Wacik, and State Minister for Women Empowerment Meutia Hatta. Air force to speed up Super Puma chopper procurement

Jakarta (ANTARA News) - Air Force Chief of Staff Vice Marshal Subandrio said Tuesday the Air Force (TNI AU) will speed up procurement of Indonesian-made Super Puma helicopters to replace its S-58T Twin Pac helicopters of which readiness level has been declining.

"True, we will speed it up. We have ordered 16 (Super Puma helicopters), however, only seven of them have been delivered, including two for VIP," he said after attending a ceremony marking the transfer of post of Indonesian military (TNI) chief from Marshal Djoko Suyanto to General Djoko Santoso at the TNI Headquarters in Cilangkap, East Jakarta.

Subandrio`s statement came a day after a TNI AU Twin Pac helicopter crashed in Lubuk Agung village, Gandar sub district, Pelalawan, Riau province.

The helicopter went down two kilometers from the eastern trans Sumatra highway linking Pekanbaru to Pangkalan Kerinci, eyewitnesses said.

One person was killed in the crash while nine other passengers were either seriously or slightly injured. The dead was identified as Robert Candran, a Singaporean national of Indian descent.

Subandrio said because of budget constraints to build a squadron of 16 Super Puma helicopters, the TNI AU would only buy 12 units.

The TNI AU had signed contracts with state-owned aircraft maker PT Dirgantara Indonesia for the supply of military weaponry, including 16 Super Puma NAS-332 helicopters and three CN-235 MPA planes.

Compared to Twin Pac, Super Puma equipped with a 1,877-hp Turbomeca Makila IA1 machine certainly had many advantages, he said.

In France, Super Puma helicopters were produced in different types using military version codes which were later changed into AS-532 called Cougar, he said.

However, PT Dirgantara held a licence from the Super Puma helicopter maker to produce Super Puma helicopters of AS-332C1 and AS-332L1 types only.

"Therefore, in the contracts the Air Force continues to work with France as its partner for the supply of Super Puma machines," he said.

The other advantages of a Super Puma helicopter are that it has comfortable cabin, large cargo carrying capacity, and large reverse strength and is able to fly under any weather using intrument flight rules (IFR) and to conduct combat maneuvers in any environment.(*)

Indonesia urges Myanmar to do more on democracy

Jakarta (ANTARA News) - Indonesia urged military-ruled Myanmar on Tuesday to take more credible steps towards democratisation, including releasing political prisoners.

Indonesian Foreign Minister Hassan Wirajuda said his country was frustrated that years of attempts to engage Myanmar diplomatically had born little fruit.

"We wish to see a more credible process in the implementation of their roadmap to democracy," Wirajuda was quoted by Reuters as saying in an annual foreign affairs briefing.

Myanmar's junta has embarked on a national convention to draw up a new constitution as part of its "roadmap to democracy", but the process has been criticised in many
quarters as a sham.

At least 31 people were killed in September when the junta crushed the biggest pro-democracy protests in nearly 20 years, prompting international condemnation and tougher sanctions.

Indonesia, the largest member of the Association of Southeast Asian Nations (ASEAN), which includes Myanmar, has been increasingly critical of Myanmar's foot-dragging on
reforms.

Myanmar's prime minister, Thein Sein, will hold talks with Indonesian President Susilo Bambang Yudhoyono during a visit to Jakarta next week.

Wirajuda said the visit served as an opportunity for Myanmar to brief the Indonesian leader about its plans.

He said even though neither diplomacy nor sanctions had brought changes in Myanmar, it was important to continue to engage Myanmar with the help of regional powers such as China and India.

"Some countries in the region choose to be indifferent but for Indonesia, we can't afford to ignore this problem," he said. "We have to be pro-active."

He reiterated calls for Myanmar to release political prisoners, including opposition leader Aung San Suu Kyi.

Myanmar has ignored international pressure to release Suu Kyi, who has been under house arrest for years.

Suu Kyi's National League for Democracy won a 1990 election by a landslide, but was denied power by the military, which has ruled in one form or another since a 1962 coup. (*)

Garuda to open Nagoya-Bali route


Tokyo (ANTARA News) - National flag carrier Garuda Indonesia in Japan will carry through its plan to open a Nagoya - Bali route despite the fact that the air transportation business has been severely affected by the soaring oil price, a spokesman said.

"The air transportation business has been greatly affected by the soaring oil price but our management is predicting that the route will be profitable," Garuda district manager for Japan, China and the United States Arif Wibowo said on Wednesday.

He said Garuda was enjoying the support of Centrair, the airport authority in Chubu, the international airport for the central part of Japan.

"We also have the support of the Nagoya Chamber of Commerce and Industry," he added.

He further said Garuda in Tokyo had conducted a study and approached related parties in Nagoya in relation with the planned opening of the new route.

The route was expected to be opened in June this year to support Garuda`s business expansion in Japan with a flight frequency of three times a week, he added.

Garuda is now serving a Tokyo-Bali-Jakarta route once per day and an Osaka-Bali-Jakarta route five times a week.

On the cost of a flight, he said, "The ticket will be around US$1,000 per person or some Y110,000."

The ticket was previously sold at US$700 - US$800 per person.(*)

Global human rights torch expected in Bali on Saturday

Denpasar (ANTARA News) - The torch of the Global Human Rights Torch Relay (HRTR), which was ignited in Athens on August 9, 2007 and had passed 17 countries, is expected to arrive in the tourist resort island of Bali on Saturday, a local representative of the event`s organizers said here on Wednesday.

Care for Human Rights Coalition Coordinator Wayan Gelgel said the HRTR torch had passed through 17 countries, including European countries, Australia, New Zealand, the United States and Indonesia.

"The HRTR torch is intended to counterbalance the flame of the Olympic Games to be held in Beijing, China, as part of effort to urge the Chinese government to respect human rights in the true Olympic spirit," he said.

Gelgel said the THRT torch had been carried in relay by athletes from one country to the other with the aim of promoting the spirit of respect for human rights in those countries.

"After arrival in Bali, the HRTR torch will be picked up at Lumintang square and then taken around the city by national and local athletes," he said.

Gelgel said various activities and entertainment events would be held to welcome the torch, among others, humanity orations, theatrical acts, poetry reading and traditional art performances, to be attended by different elements of society.

"We have requested the police to help maintain security and held an audience with Denpasar Mayor Anak Agung Puspayoga. He supports this activity," he said.

After being carried around Denpasar city, the torch would be taken to Batam for transfer to the next country.

The HRTR organizers had called on the Olympic Committee to ensure that the 2008 Beijing Olympic Games would be conducted in true Olympic spirit and embody the principles of the Olympic Charter.

They also called for a guarantee for the rights and safety of all people, including Falun Gong members and human right activists, who wished to attend the Games without fear of being arrested, imprisoned or silenced.(*)

Indonesia, Vietnam, Palau to begin new round of maritime borders talk

Jakarta (ANTARA News) - Indonesia will begin a new round of maritime borders talks with Vietnam and Palau this year, Foreign Minister Hassan Wirajuda said on Monday.

"Periodic maritime borders talks with countries bordering Indonesia are still going on," he said in an annual press conference here.

The minister was referring to maritime borders talks with Malaysia, Singapore, and the Philippines which had made progress with the relevant governments discussing a number of options for negotiations later this year.

"From the territorial standpoint, clear land and maritime borders are a crucial element to keep the Unitary Republic of Indonesia intact," he said.

He further said Indonesia was also in the process of negotiating its borders with East Timor, which seceded from Jakarta in October 1999 as a consequence of the victory of the pro-independence camp in the UN-organized plebiscite in August 1999.

The negotiations with East Timor had been 97 percent completed, he said.(*)

Soeharto officially pardoned amid slim rejection of closing his corruption case

Jakarta (ANTARA News) - The issue on an intiative and appeal from certain elements in the country to pardon former president HM Soeharto who is currently lying in bed at the Pertamina hospital in Jakarta for a serious illness has come under public sportlight in Indonesia.

Some elements have urged the government to drop corruption charges against the former New Order era strongman because of his serious illness.

A noted political analyst, Ryaas Rasyid, said former President Soeharto who has been hospitalized since Friday, deserved to be pardoned.

"As a leader who had contributed meritorious services during his term, Soeharto has the right to be pardoned," he said after visiting the ailing ex-strongman at the Pertamina Central Hospital on Monday.

Earlier, House of Representatives (DPR) Speaker Agung Laksono said there was no need to continue the legal process against Soeharto for humanitarian considerations, as he had repeatedly fallen ill and hospitalized.

Former President Abdurrahman Wahid better known as Gus Dur also said, although Soeharto had made mistakes during his years in power, he had also contributed many great services to the state and nation.

According Ryaas, President Susilo Bambang Yudhoyono in this context could pardon or instruct the relevant officials to issue an official judiciary letter containing a decision to drop the corruption charges against the former second Indonesian president.

"The initiatives could come from the President which was much the same with what Soeharto had made in settling predecessor Bung Karno without bringing him to justice," he said.

Ryaas said Yudhoyono could take a similar initiative like what Soeharto had taken in the past.

Seen from the political aspect, Soeharto was meritorious and made a great services during his past leadership," he said.

On the occasion, Ryaas also admitted that he had a close look at the ailing former president, his medical team limited the number of guests visiting Soeharto in view of his health condition.

Reality

In response to the appeal from many circlesto pardon the former president, Attorney General Hendarman Supandji on Monday said Soeharto`s corruption case had been closed with the issuance of an official judiciary letter (SKPP) containing a decision to drop corruption charges against him by the South Jakarta district court in May 2006.

"Based on Article 140, point 2 of the Criminal Code Procedures, the issuance of the SKPP meant the case was legally closed. A criminal case can be legally closed for reasons of death or outdatedness. Due to protracted illness, Soeharto`s case was deemed similar to those reasons and was approved by the court," the attorney general said.

The attorney general made the statement in response to a question raised by a reporter on the former president`s case at the Presidential Office here on Monday.

Supandji said that the SKPP proposal was submitted by a lawyers association in a pre-trial session to the South Jakarta district court which issued a ruling in favour of the SKPP in May 2006.

The prosecutors then appealed to a higher court over the South Jakarta district court`s ruling. But the Jakarta High Court confirmed the South Jakarta district court`s verdict.

"So, Soeharto`s case has been closed. What is still on is the lawsuit on his civil case which involves seven foundations he once chaired. In this case, the state is represented by state lawyers and Soeharto by his lawyers," Supandji said.

Rejection

With regard to a decision to drop corruption charges to this former President Soeharto, the Commission on Missing Persons and Victims of Violence (Kontras) expressed their rejection of the idea to drop legal process against former president Soeharto because of humanitarian reasons, a spokesman said.

"Mistakes remain mistakes, The people who fell victim are also still suffering," Haris Azhar, head of Kontras`s impunity and institutional reform monitoring division, said.

Haris, however, denied that Soeharto had been of great service to the state, saying the good things Soeharto had done were merely part of his normal duties as president.

He said the suffering of the victims of Soeharto`s crimes committed when he was in power should not be fogotten and the legal process to bring Soeharto to justice must continue.

"Soeharto is sick, so is society. Besides, the government has not responded to the fate of Soeharto`s victims," he said.

He said the idea to forgive Soeharto and to stop the legal process against him was just a piece of "sentimentality politics" which was being exploited by certain politicians.

"There are people who are using the momentum of Soeharto`s illness to persuade society to forget his past crimes. But that is not possible. Whoever has committed a crime must be prosecuted and face the law," he said.

Soeharto was on Friday at 14.15 Western Indonesia Standard Time admitted to the Pertamna Hosptal in south Jakarta for intensive medical treatment after he had complained about feeling weak over a period of five days. (*)

Sekitar 20 Pemuda Berikan "Bantal" Kepada PM Malaysia

Sekretaris Badan Bertindak Anak Muda, Badrul Hisham Shaharin, mengatakan mulai dengan aksi ini, anak-anak muda Malaysia akan terus bangkit untuk menunjukkan kepekaan sosial terhadap isu-isu yang melanda negara.

"Tahun ini dan bermula pada hari ini kami anak muda Malaysia berjanji akan bergiat dengan aktif untuk memacu negara dan memikirkan masalah negara," kata Badrul. Anak muda terlalu kecewa dan malu dengan sikap Badawi yang sering "tidur" sehingga lemah memimpin negara.

"Bukan lagi menjadi rahasia, Perdana Menteri "tidur" dalam berbagai acara atau konvesi. Bukan saja di dalam negari, malah di luar negeri yang mendapat liputan luas oleh media," tambah Badrul, yang juga anggota Majelis Pimpinan Tertinggi (MPT) PKR.

"Terserah kepada beliau jika dia mau tidur terus, tidurlah dengan bantal yang anak muda serahkan," katanya.

Selain Badrul Hisham, aktivis hak azasi manusia yang juga penulis lepas Amin Iskandar, Exco Angkatan Muda Ginnie Lim dan juga penggiat seni Rahmat Haron turut dalam aksi itu.

Badrul Hisham tidak menyerahkan memorandum "bantal" kepada pejabat PM Malaysia, namun hanya meletakkan memorandum itu di depan ruangan pengawal kantor PM Malaysia.

Sekitar lima menit kemudian, seorang petugas keamanan berpakaian sipil menghampiri bantal tersebut dan mengeluarkan satu alat detektor bom.

Setelah itu, seorang pegawai keamanan berseragam turun dan membawa masuk bantal dan poster ke dalam ruang keamanan.


Protes ISA

Sekitar 300 orang, Sabtu malam (5/1), melakukan unjuk rasa di Dataran Merdeka, Kuala Lumpur, untuk menentang penerapan ISA (Internal Security Act) dan memberikan solidaritas kepada beberapa orang yang ditahan dengan undang-undang tersebut, demikian harian The Star, Minggu.

Para pengunjuk rasa menyalakan lilin dan melakukan orasi di Dataran Merdeka walau pun acara itu tidak mendapatkan izin polisi.

Polisi kemudian mendesak mereka untuk bubar. Massa kemudian beralih masuk ke jalan Lebuh Pasar Besar bergabung dengan beberapa demonstran, berpakaian warna kuning, yang menuntut pemilihan umum bersih dan jurdil.

Polisi meminta massa dengan baik-baik agar bubar tapi tidak diindahkan akhirnya disemprot dengan water canon. Massa berlarian, diantaranya ditahan polisi untuk dimintai keterangan, tapi tidak lama kemudian dilepaskan. (*)
