Indonesia hopes for more economic improvement in 2008

Jakarta (ANTARA News) - The government believes that Indonesia is moving towards full recovery from the economic crisis that has hit the country since 1998.

Inspired by better economic performance in 2007 which is likely to achieve its growth target of 6.3 percent, the government set an economic growth based on optimistic assumption at 6.8 percent in 2008.

Observers, however, predicted that Indonesia`s economy would grow at a range between six to 6.5 percent only due to various factors such as increase in crude oil price in the world market, sluggishness of the world economies and effect of subprime mortgage crisis in the United States.

Due to the external factors, the Indonesian Institute of Sciences (LIPI) predicted that Indonesia`s economy would grow within the 6-to-6.5-percent range, while the World Bank (WB) put an estimate of 6.4 percent. The estimates are lower than the government`s projection of 6.8 percent as set in the 2008 State Budget.

"Indonesia`s economic growth rate next year is estimated to settle at between six and 6.5 percent only. The higher figure can be reached only if the economic performance level in 2007 can be maintained next year," Latif Adam, an economic researcher at the LIPI said.

The weak economic agenda of the Indonesian cabinet, the sluggishness of world economic growth and the increase in oil prices in the world market would have a significant effect on Indonesia`s economic growth rate next year.

According to Finance Minister Sri Mulyani, the surge in the world oil price to US$80 per barrel will affect Indonesia`s economic growth although it showed a positive trend in the past year.

"Though the economic growth rates in the third and fourth quarters were relatively high at over six percent, the increase in the people`s purchasing power to above five percent and the higher exports, we must stay alert about a possible rise in inflation and a decline in people`s purchasing power next year," she said.

According to a study, an increase by 10 dollars a barrel would cause a cut of 0.44 percent in the gross domestic product (GDP) of high-income countries, a decline by 1.47 percent in the GDP of poor countries, or even a reduction by 4.0 percent in the GDP of the least developed nations. After all, the oil prices in the world market last month almost reached US$100 per barrel.

William Wallace, the World Bank Indonesia`s lead economist, meanwhile warned of downside risks as the external environment remained unsettled.

"On the one hand Indonesia is endowed with high priced commodities that have been translating into trade and growth advantages, on the other, these same high prices, compounded by a slowdown in the US economy, risk feeding into slower world growth and higher inflation," he said.

The International Monetary Fund (IMF) has also predicted that the world`s economic growth would slow down from 5.2 percent to 4.8 percent in 2008.

"Only Africa will experience an increase in economic growth from 5.7 percent to 6.7 percent in 2008," Adam of the LIPI said.

The United State would see economic growth stagnation at 1.9 percent while the growth of the European Union`s economy would drop from 2.5 percent to 2.1 percent and Japan`s from two percent to 1.7 percent.

About 45 percent of Indonesia`s direct exports would be shipped to the three destinations. There were also indications that Indonesia`s exports to Singapore, Hong Kong and China would be re-exported to the United States, Europe and Japan.

"Economic sluggishness in the three destinations of Indonesia`s exports will automatically disturb Indonesia`s economic performance. And the world`s hope for economic drive is likely to turn to China, India and Russia," Adam said.

Despite this however, the World Bank, which predicted a growth rate of 6.4 percent for Indonesia next year, still sees some good momentum.

"We expect economic momentum and high regional growth, combined with higher government investments, to sustain Indonesia`s good economic prospects in the year ahead even though there will be some global slowdown," World Bank Country Director for Indonesia Joachim von Amsberg said. The positive macroeconomic environment will create a unique window of opportunity for microeconomic reforms in Indonesia.

"Reforms to improve the investment climate will quickly attract additional investments that will lead to more vibrant competition and higher incomes that reduce poverty."

In the meantime, Bank Indonesia (BI) also expressed its optimism that next year`s economic growth would be better than this year`s.

Senior Deputy Governor of BI Miranda Swaray Goeltom said the central bank was optimistic the economic growth in 2008 would remain above six percent.

She said the economic growth in 2008 could be better than that in 2007 so that the growth in the third quarter would reach 6,3 percent.

In order to meet Indonesia`s economic target, the central bank hoped investment in 2008 would reach Rp1,165 trillion. With the need of investment amounting to Rp1,165 trillion, banks will have bigger opportunities to finance investment, she said.

"In a few years ahead, Indonesia will really recover from the economic crisis," President Susilo Bambang Yudhoyono said recently.

The president was not alone in voicing such an optimism. World Bank former president who is also a former US ambassador to Indonesia, Paul Wolfowitz, shared Yudhoyono`s projection.

Indonesia`s economy will slowly recover from the economic crisis that had taken place since 1989, he said. (*)

President asks people to follow safety procedures

Banten (ANTARA News) - President Susilo Bambang Yudhoyono Wednesday asked the people to stay alert and follow the standing self-safety procedures in case of earthquakes and tsunamis.

"I ask the people not to panic in overcoming a state of emergency in the event of earthquakes and tsunamis," the president said after attending an earthquake and tsunami drill at Gunung Sugih village in Banten province.

The village was chosen as the site of the drill because it was close to chemical industries that might threaten the lives of employees and local residents in the event of an earthquake and tsunami.

The drill involved local residents and personnel from the Indonesian Army, the National Police, the Social Service Ministry, the Health Ministry, the Meteorology and Geophysics Agency (BMG), and the Agency for Assessment and Application of Technology (BPPT) as well as employees from nearby factories.

In the drill, rescue workers tried to evacuate victims contaminated by chemicals.

In front of thousands of local residents and factory employees, the head of state expressed hope that the number of victims could be reduced by promoting the people`s knowledge about how to save themselves in the event of an earthquake or tsunami.

He said Indonesia was susceptible to tsunamis.

In the past century, Indonesia saw a total of 212 earthquakes ranging with low, medium and high intensities, he said.

Of the total, 86 had triggered tsunamis, including a deadly one that devastated Nanggroe Aceh Darussalam province on the western tip of Sumatra island on December 26, 2004, he said.

"From the historical record, of course, we are determined to reduce the number of victims," he said.

"Do you want a tsunami to happen here?" he asked.

"No," the audience said.

"That`s why, let us pray so God Almighty will keep this area and the rest of the country away from all kinds of disasters, including tsunamis," he said.

On the one hand Indonesia was vulnerable to earthquakes and tsunamis, on the other it was endowed with abundant resources useful for national development, he said.

He said experts had done their utmost to develop a tsunami early warning system in the past three years.

"In the past, we did not know there would be tsunami. With a new instrument, in 2005 we would know it 12 minutes and in 2006 nine minutes following an earthquake. But with advanced technology, we now know it only five minutes after an earthquake happens," he said.

He said such earthquake and tsunami drills were also conducted in Padang, West Sumatra, in 2005 and Denpasar, Bali, in 2006.(*)

President Yudhoyono calls for reforestation efforts

Cilegon (ANTARA News) - President Susilo Bambang Yudhoyono has called on his countrymen to make reforestation efforts by planting trees in a bid to avoid flood and landslide disasters.

Witnessing a simulation on tsunami drill at Gunung Sugih subdistrict in Cilegon, Banten, on Wednesday to mark the third anniversary of the deadly Asian tsunami which hit Nanggroe Aceh Darussalam province on December 26, 2004, Yudhoyono said widespread deforestation could cause floods, landslides and land erosion.

Yudhoyono said reforestation movement by planting trees was part of an effort to save all the plants and and living creatures in a particular area of their physical environment.

Therefore, the head of state called on all public elements, as well as regional governments, to plant trees in barren land areas in an effort to save the earth from global warming and climate change.

"I ask all public elements and regional governments to take serious heed to the reforestation movement to prevent natural disaster such as flash floods and landslides from happening," Yudhoyono said.

Commenting on the tsunami drill, President Yudhoyono expressed hope that through such an exercise, the people in tsunami-prone areas would understand and know what to do in a case of an emergency.

"We do need tsunami simulation drill like this and therefore I hope it can be presented across the country," the Indonesian head of state said. (*)

Indonesian migrant worker locked up for four days in Johor

Kuala Lumpur (ANTARA News) - Malaysia`s human resources ministry and the association of foreign housemaid agencies were expected to investigate a domestic helper supplying agency in the country for allegedly locking up an Indonesian migrant worker in Johor Bahru, Malaysia.

Deputy Minister for Human Resources Abdul Rahman Bakar said here Monday he would send the ministry`s officials to the site of the incident. "We will take stern measures if the locking-up incident is proven as it concerns life and a foreigner," Berita Harian daily quoted Abdul Rahman as saying.

"No matter whether or not the agency has a license, stern measures will be taken. The ministry considers it a serious case," he said.

If the agency is found guilty, it will face law on workers imposing a 50,000-ringgit fine or a two-year imprisonment, he said.

"The victim needs to file a lawsuit soon to the nearest police and the manpower office so that a measure can be taken and the victim will obtain appropriate justice," he said.

Abdul Rahman made the remark in response to mass media reports in Malaysia on an Indonesian housemaid identified as Nanang Rahmawati (39) from Jakarta who was allegedly locked up for four days without meal by the agency at Sutera Utama trade centre in Johor Bahru.

Nanang entered Malaysia in September, 2007, but her employer was said unsatisfied with her work and returned her to the agency. (*)

High interest among Singaporeans in visiting Kerinci region

Jambi (ANTARA News) - Singaporean tourists show high interest in visiting Indonesia`s Jambi province, especially Kerinci district as its main tourist destination, the province`s deputy governor said.

However, Singaporean holiday makers had still asked about transportation means at a recent event to promote Kerinci, Jambi Deputy Governor Antony Zeidra Abidin said here Saturday.

The number of foreign tourists visiting Kerinci was still small due to inadequate access to the district, he said, adding that foreign tourists came to Kerinci usually through Padang, West Sumatra (some 200 kilometers from Kerinci).

In an effort to increase the number of foreign tourists to Jambi, the provincial administration was planning to cooperate with tour and travel operators who were expected to help promote tourist objects in Kerinci.

Singapore was expected to be Jambi`s main tourism market as the island state`s geographic location was relatively close to the province, he said.

Thus, Jambi`s provincial administration was encouraging Kerinci`s district administration to continue developing natural tourist sites like Lake Kerinci, Mount Kerinci, Lake Gunung Tujuh, the Semurup baths and the Telun Berasap Kayu Aro waterfall.

The district administration was also expected to soon complete work to extend the runway of Kerinci district`s Depati Parbo airport from 1,400 meters to 1,700 meters so that it could also accommodate wide-body aircraft.

The Kerinci district administration would begin operating the airport in 2008. Riau Airlines was expected to conduct direct flights from Kerinci to Singapore vice versa, he said.

In support of the land transportation system, the district administration had allocated billions of rupiahs to construct a by-pass road from Jambi City to Kerinci among other things.

The 419-kilometer trip from Jambi City to Kerinci now takes between 10 hours and 11 hours on winding roads through the Kerinci Seblat National Park. (*)

EU delegation to visit RI for talks on flight safety

Medan, North Sumatra (ANTARA News) - A European Union (EU) delegation will visit Indonesia in January next year for talks on airline flight safety with local aviation authorities, Tranportation Minister Jusman Syafii Djamal said.

"A delegation from the European Union will visit Indonesia next January to discuss their concept of airline flight safety," the minister said here on Sunday.

He said the talks would be of significance as the EU was continuing to ban Indonesian airlines from flying in its air space.

"Although they have issued this ban, we will still have a dialog and cooperate with them. That`s why they will come here and have dialog with us. We may do it in Bandung (West Java) in the form of a training or workshop," he said.

The EU ban has upset Indonesia as it suggested the EU did not respect the opinion of Indonesian aviation authorities on the safety standards of national airlines.

Jusman added it was not proper for the European Union to issue such a ban as Indonesian airlines were not operating in Europe. (*)

Australian PM says Bali climate deal almost fell "in a heap"

Sydney (ANTARA News) - World negotiations on climate change in Bali had been in danger of falling "in a heap" before the United States backed down and accepted the deal, Australian Prime Minister Kevin Rudd said Monday.

Rudd, who placed himself at odds with major ally Washington this month by ratifying the UN's Kyoto Protocol on climate change, said indications were that further climate agreements would be equally hard won.

The Bali talks ended on Sunday with 190 countries agreeing to launch a process to negotiate a new treaty for when Kyoto's pledges on slashing greenhouse gas emissions expire in 2012.

The isolated US delegation only accepted the agreement after the talks on the Indonesian resort island went into an unscheduled 13th day.

"I would commend the flexibility we saw from the government of the United States in allowing this consensus draft to go forward at Bali," Rudd was quoted by AFP as telling reporters in Canberra.

"There was a real danger during that last day of negotiations it would all fall in a heap."

Rudd said some developing countries had also shown flexibility regarding the acceptance of measurable, verifiable and reportable actions to tackle carbon pollution.

"This is not perfect in either department but it does represent a step forward," Rudd said.

The Australian prime minister, who has been in power for two weeks, said he held informal talks with the US delegation in Bali.

"I do not know, is the honest answer, what the US negotiating position will be during the course of this year," Rudd said. "What I know for a fact is this -- this will be a hard, difficult negotiation.

"This is going to be tough. Again, tough in order to take the roadmap into implementation land," he added.

The White House has since said it has serious concerns about the deal, saying any Kyoto successor treaty must acknowledge a nation's sovereign right to pursue economic growth and energy security.

The US is the only major developed country that has not signed Kyoto.
